Top 30 bookmakers whose strongest active licence is Tier 2 (Gibraltar, Isle of Man, Alderney, Kahnawake, or KSA Netherlands), ranked by how many active Tier 2 licences they hold, then by Trust Score. Of the 1,806 bookmakers Atlas tracks, 29 qualify; the remaining 1,777 did not pass the criterion or scored below the cutoff.

    1,777 bookmakers did not qualify. Brands with an active strict-tier licence appear on the Strictest-Licence list instead. Brands with only an offshore or unclassified licence appear on the Offshore-Licence list.

What counts as a Tier 2 licence?

Tier 2 regulators are established licensing regimes with reasonable consumer-protection rules but lighter enforcement cadence than Tier 1. SharkBetting recognises Gibraltar, Isle of Man, Alderney, Kahnawake, and KSA Netherlands as Tier 2. To appear on this list a brand must hold at least one active Tier 2 licence and no active Tier 1 licence.

Why exclude brands that also hold a Tier 1 licence?

Brands with an active Tier 1 licence already appear on the Tier 1 list. Filtering them out here keeps the Tier 2 list focused on operators whose strongest current licence is Tier 2, which is the buyer signal most readers want from this view.

How does Trust Score treat a Tier 2 licence?

The Licensing component scores a Tier 2 licence at 70 out of 100 (versus 95 for Tier 1 and 40 for Tier 3). Licensing carries 25 percent of the overall weight, so a Tier 2 brand starts with roughly 17 of 25 licensing points before the other five components are applied.
