What counts as a Tier 3 licence?

Tier 3 regulators have lower licensing barriers and a limited consumer-protection track record. SharkBetting includes Curacao, Curacao Antillephone, Costa Rica, Anjouan, and Comoros in Tier 3. Player recourse for disputes is often weaker than under Tier 1 or Tier 2 oversight.

Should I avoid Tier 3 brands entirely?
